Every time a Juvenile was arrested, the cops never Mirandized them, instead of they appeared before Ciavarella or Conahan who would deny them their constitutional right to a fair hearing or trial, deny them a right to an effective counsel. If a kid were charged by summons via mail or from an officer, no local Attorney or Magistrate (District Justice) would touch their case, only the non-lawyer Police Officer that is prosecuting them and Judges Ciavarella or Conahan would get involved in their case. Once Ciavarella or Conahan banged the gavel the defendants were shackled & sent of to a private prison until either Judge felt they could no longer make money off that kid, then they would design a probation regimen for that defendant that would be so strict they were guaranteed to be sent back to the private prison until the defendant had no monetary value at all in the Judges eyes. Many times, the defendant's prison sentences exceeded the maximum prison time allowed by Pennsylvania law. In a society where every Returning Citizen was discriminated against and declared gangsters or degenerates, no one questioned the 2 Judges, nor was anyone allowed to say or do anything on behalf of the kids out of fear of the 2 Judges putting them in jail for a long time or out of business. In lawsuits, the Judges ensured only they would preside over the cases so they can take cash bribes on the record. Sometimes, a mob boss would intervene to guarantee either Judge would rule in favor of the Plaintiffs.
