This publication addresses the relationship between the ombudsman institutions and the security sector agencies in the Baltic states and the Commonwealth of Independent States (CIS). It analyzes the results of a questionnaire survey from the former Soviet Union on the ombudsman institutions and the security sector oversight. The authors also discuss the improvement of the democratic oversight of the security sector and conclude by offering recommendations to ombudsman institutions.
